Templates are a fantastic time-saving tool. They allow you to create pages that share the same design but contain different content. If you modify a template document, you immediately update the design of all pages that were created from that template. Although first introduced in Dreamweaver 2.0, templates in Dreamweaver MX 2004 make it possible for web developers (that is, template authors) to set up sophisticated rules for website contributors so that they can add content to a site without any fear of compromising the site's design.

Most of website templates for Macromedia tools are not "free" but here are a few good links that I came across. If you are a learner, you can learn much more by duplicating what is out there.

ENTHEOS Offers Flash Templates (Most of them are not free).

To be honest with you, I have not explore this feature using Dreamweaver enough to offer any opinions yet. I think it could be a great feature to use when you have multiple web pages that need to be consistent with easy maintenance. Until now - I honestly didn't know about this "Template" before, I used to make a "blank" page including general menus, genearl features, logo(s) and images in the beginning, and then "save as" the blank page to create any subsequent pages. I guess you can call it somewhat like "template"...this works just as great if you know what you are doing. But in reality, if you were to have someone less knowledgable on creating websites maintain the web pages, it is definitely the better way to go using the Template option. I will be mastering this feature using Dreamweaver for the next a couple of days and create a couple of templates.
